National Drivers   

The National Improvement and Efficiency Strategy established a new system for sector led improvement. With local government at the heart of driving continued performance in local public services new roles were given to RIEPs, the IDeA, the LGA and indeed Government.

The Yorkshire and Humber Regional Improvement and Efficiency Strategy (RIES) reflects key elements of the National Improvement and Efficiency Strategy. Being clear on our collective priorities means we can make better use of our resources to meet the priority outcomes set by Government within the next spending period.

 
The themes in the National Strategy we are supporting are:
 
• Improve value for money to meet the 3% efficiency target.
• Increase innovative capacity.
• Improve community empowerment.
• Improve local leadership capacity for economic growth and neighbourhood renewal.
 

Our Regional Strategy has its own distinct character, reflecting the particular challenges, opportunities and issues that are central to the development of the region. The common priorities identified in our current Local Area Agreements (LAAs) has formed an important part of our agenda for regional improvement. 
 

Themes emerging from the LAAs 

Comparison of these regional priorities and the themes emerging from our LAAs identifies a close fit with local area priorities. Analysis of the key stand-out topics from LAAs and MAAs relate in particular to:
 
• Health.
• Community Safety.
• Community Cohesion and Respect.
• Environment.
• Education, Skills and Employment.
• Housing.
• Transport.
• Business Growth and Enterprise.
 
These themes and priorities have helped shape the Improvement and Efficiency vision for the region and will also focus the support given directly to councils and their partners.
 
The RIES leads the way in driving transformational change across the public sector and delivering on improvement and efficiency.We have chosen to concentrate on three strategic themes and associated issues: Economic Growth, Health and Wellbeing and Climate Change. At the same time, support for Corporate Improvement and Efficiency initiatives also will be maintained throughout.
