Background:
|
This proposal will help to support managers and employees with the difficult and sensitive situations that arise when budget cuts occur.
|
|
Delivery:
|
• As the recession takes hold and the downturn continues, local government needs to look at how it manages its resources to meet the differing demands placed upon it. |
• The development of a regional redeployment framework incorporating best practice from across the region. The framework will allow individual authorities to choose to adopt some or all of the principles.
• Develop a one stop shop for both Managers and employees who are affected by redeployment and or redundancy. We will work closely with other organisations including Job Centre Plus to ensure the guidance and information is timely, up to date and relevant The guidance will include sections on What happens next?, how to look for another job, career planning and signposting where to go for more help and the development of an online workbook and possible workshops.
• Develop a checklist for Managers on tip and good practice when managing restructures/large change programmes. This will include engaging and communicating with staff, trade unions and all other affected parties and give an understanding of individual behaviours.
• Development of an e-learning package to help both managers and staff through the redeployment and redundancy process.
• The development of a ‘call off contract‘ which will identify a list of providers who can be called upon at short notice.

• Self-improving authorities that lead and support others, and are open to challenge;
• Active self-directing and value adding networks that drive innovation and share learning; and
• An improvement and efficiency ‘hub’ offering access to coherent and co-ordinated high quality support to all authorities and their partners.
• It will enable skilled employees to be retained in the region
• Best practice will be shared within the region
• Improved employee engagement across the region will be developed
• Manager’s having access to a valuable tool to help guide them through a difficult and sensitive period.
