The People Matter strategy set out a vision for the Yorkshire and Humber. The central tenet is to put people first through leading and supporting a major transformation of public services, enabling people to live their own lives as they wish, confident that services are of high quality, are safe and promote their own individual needs for independence, well-being and dignity.

The People Matter/JIP programme has the following key objectives:
1.Supporting local councils in the transformation of social care through the implementation of the Personalisation and Early Intervention programmes.
2.Delivery the anticipated efficiency savings in social care. Currently each local authority is expected to deliver 3% annual savings of the CSR period. The JIP will support councils to identify and achieve these savings.
3.Providing a stronger focus on supporting local authorities achieve improvement targets in LAAs
4.Supporting councils to address areas of “poor” performance
5.Support Social Care and Health and Well-Being to address health inequalities, social exclusion, workforce development and capacity building
6.Development of actions to address dignity for adults in care settings, ensuring their protection and safeguarding.
