Background:
Further development and implementation of mobile working During the last two years Craven District Council has experienced difficulty in retaining and appointing appropriately experienced and qualified accountancy and finance staff. This period of major change in staff and capacity has resulted in the weakening of the standing of the Council as referenced in the use of resources score (1-below minimum requirements). A major improvement programme is now underway and it is expected that the score for 2009 will reflect the improving trend.

Outcomes:
To determine the optimum long term solution for the provision of Financial Services to the interim DCR has been commissioned to undertake a review of the options with a requirement to report to Policy Committee in April 09. This review will encompass three options: in house provision, analysing local market conditions including market salary levels, prospects for stability, resilience and training capacity; Partnership with a neighbouring District Authority with a sound and evidenced track record; Outsourcing to ether another Local Authority or Private Sector Partner.
