Background:
• This project is aimed at building capacity and achieving greater collaboration in order to improve the response to the current and future implications of Climate Change as effectively and efficiently as possible.
• Councillors, Senior Officers and stakeholders from the eight North Yorkshire local authority areas will take part in four sessions between October 2009 and January 2010 which will give them the opportunity to hear the experience from other NY authorities and key partners; discuss the priorities and practicalities that councils, councillors and key partners face in tackling climate change
• The sessions on Climate Change will also focus on improvement and efficiency against the National Indicators.
Delivery: 
• Enhanced skills and improved processes in relation to reporting on progress on the Climate Change indicators (NI185,NI186 and NI 188)
Outcomes:
• The transformation of public services in our priority areas;
• Self-improving authorities that lead and support others, and are open to challenge;
• Active self-directing and value adding networks that drive innovation and share learning; and
• An improvement and efficiency ‘hub’ offering access to coherent and co-ordinated high quality support to all authorities and their partners.
At the present time local authorities and their partners have a capacity problem in terms of mobilising change to tackle the mitigation and adaptation to climate change. This project will
• Achieve senior officer and Member buy-in across the sub-region for this work to achieve high level practical actions that all organisations can take
• Improve performance through shared knowledge on best practice in the sub-region through a series of 4 workshops/seminars on the three Climate Change National Indicators (NI185- Co2 reduction from local authority operations, NI186 – per capita reduction in CO2 emissions in the local authority areas and NI188- adaptation to climate change, with a follow-up session focusing on outcomes and delivery
• Draw on the Y & H Regional Climate Change Adaptation Study
• Improve capacity to deliver through collaboration and joint working in the sub-region
• Improve efficiency through economies of scale in collective working
