Our vision bottom of page
We recognise that it’s vitally important to maximise the impact of our region’s financial resources, by creating more efficient ways of working and getting the best possible value for money. We’re committed to supporting and delivering a rolling programme of improvement throughout all our local authorities. We’ve set ourselves a challenging target – £400m of savings during the three year period. Our aim is to work hand-in-hand with each authority, identify areas of inefficiency quickly, and take steps to help improve their use of resources to create real public value.
Objectives
The Corporate Improvement and Value for Money Board has set the following objectives:
- To support and improve the efficiency and financial management of every council (achieving 3% efficiency savings).
- To ensure this focus becomes part of the culture in each authority and that our Direction of Travel shows an increased improvement year on year.
- By the end of the three year programme, through our help and support, we’ll ensure that when it comes to ‘Use of Resources’, no authority will score 1 and most will score 3.

CIVfM Procurement
Programme Manager
Wayne Baxter
We have produced a unique blueprint for the region that will deliver major cash savings through much smarter procurement. We owe it to our local and regional partners, our teams of employees, and most importantly, our council tax payers and citizens, to make each pound we spend deliver the best possible value for money.
CIVfM Business Transformation
Programme Co-ordinator
Tony Riding
Our aim is to create a business change strategy for Yorkshire and Humber that delivers real service improvements and efficiency savings by putting the interests of people first. This is a significant challenge and an exciting one too. We recognise the need to change and by studying all aspects of our unique business, we have clearly identified the steps we need to take to make business transformation a success.
CIVfM Partnership Development Programme
Porgramme Co-ordinator
Rebecca Baran
Our aim is to promote and develop strong and productive partnerships throughout the region, helping councils and LSPs work more closely together to reach their LAA targets. In addition, we actively support joined-up team-working in all areas throughout the region, and actively encourage a culture of collaboration.
CIVfM Workforce & Organisational
DevelopmentProgramme Manager
Steve Walmsley
Our aim is the attraction, recruitment, motivation and engagement, and development of the skills of a talented workforce for the Yorkshire and Humber region. We want to actively encourage the creation of ways of working that genuinely benefit the communities the authorities serve. We have already identified a number of organisational development and workforce priorities and these will shape the activities we take forward now and going forward.
