Background:
|
Rotherham Children and Young People Services have been well regarded in recent years. In 2008 the Council has experienced a deterioration in scores with five of the six outcome areas reducing.
As a result Rotherham Council and NHS Rotherham wish to commission a review to provide an in-depth, speedy and independent assessment of the situation.

Delivery:

The review will cover all aspects of children's services in particular assessing the effectiveness of: Management arrangements in terms of structure, leadership, capacity and decision making throughout the service; Resource management in terms of workforce, financial and asset management; Safeguarding arrangements to ensure that sound and safe practices are in place to protect vulnerable children and young people; Performance management arrangements and a review of actual performance compared to other authorities; Future direction of the service and the quality of existing and proposed partnership arrangements for integrating services.

Outcomes:
|
An objective, critical analysis of the current situation in the Council. Options to be put to the Council on what needs to be done top bring about necessary changes to improve outcomes for children and young people in Rotherham, specifically to ensure their safety. The identification of targeted priority initiatives and further developments in partnership working, at both strategic and locality team levels that will secure best value for money both for Rotherham MB Council and children and families.
