HR Shared Services

Collaboration between Hambleton, Richmondshire, Ryedale and Selby District Councils resulted in common conclusions regarding their HR services. A feasibility study concluded that considerable duplication of activity existed across the councils and opportunities for Shared Services could be exploited.

 
The most significant cost saving exercise could be found by adopting a web based recruitment system, hosted externally to allow a self service access to vacancies.
 
The objectives:

• Reduce duplicated recruitment transactions and release HR administrative time.

• Reduce paper and travel costs associated with applications.

• Make applying for positions within the Districts easier for local and national candidates.

• Reduce annual advertising spend significantly - possibly up to 80%.

 
The Chief Executives in the four Councils are committed to partnership working and have shown where it can make practical sense to collaborate, leading to financial gains.
